For anyone who has impatiently updated to the macOS Tahoe 26.4 Beta, there's a known issue with external HFS drives.
External Media - Known Issues: HFS external media might fail to mount automatically (Feedback Assistant: 168672160)
Workaround: For macOS only, use CLI tool diskutil mount to attach the relevant disk device.
